The Role of Higher Education Institutions in the Brazilian Artificial Intelligence Strategy

Higher education can be defined as a fundamental right based on the triad of teaching, research, and extension and is very important for technological development and national sovereignty. In this context, issues regarding the Brazilian Artificial Intelligence Strategy (EBIA) are addressed, specifying the theme of the roles of higher education institutions (HEIs) in training and innovation. Thus, it is evident that the problem revolves around the question: what is the role of universities regarding EBIA's axes and how do their legal competencies contribute to AI in Brazil? The study is important because it brings consequences to social and legal reality by identifying regulatory and infrastructural potentials and challenges. The objective is to describe the direct contribution of HEIs in the strategy's transversal and vertical axes. Methodologically, it uses bibliographic and documentary research with a qualitative approach. It concludes that the subject demands greater budgetary investment and encouragement for ethical research to overcome the regulatory vacuum.
